 APEC宣言難產 WTO和相關改革問題是主要障礙

（路透莫士比港18日電）美中在貿易和投資議題陷入嚴重分歧，使得亞太經濟合作會議（APEC）峰會領袖宣言難產，主辦國巴布亞紐幾內亞總理表示，世界貿易組織和相關改革問題是難達共識的主要障礙。

詢及哪些APEC成員國不同意宣言內容時，巴紐總理歐尼爾（Peter O'Neill）在閉幕記者會說：「眾所周知的兩大經濟體。」

被問到難達共識的主要障礙為何時，歐尼爾回說，「世界貿易組織（WTO）和相關改革問題」，但他也說，這不在APEC的職權範圍內。

「APEC無權過問世貿組織相關問題，這是事實。那些問題只能在世貿組織提出。」

APEC網站顯示，自APEC領袖會議1993年首度召開以來，每年會後都會發表領袖宣言。

歐尼爾說，巴紐作為APEC高峰會的主辦國，他將在今天稍後發表主席聲明。

美中在亞太地區競逐影響力也成了本屆APEC高峰會的焦點，西方盟國聯合回應中國的一帶一路倡議，承諾聯手斥資17億美元，協助巴紐興建電力和網路設備。

此外，東加官員說，東加已和中國簽署協議，加入一帶一路倡議，並在積欠中國債務方面獲得展延。

美國副總統彭斯（Mike Pence）離開巴紐首都莫士比港時，列出美中之間存在的分歧，他前一天才在會上直批中國的一帶一路倡議。

巴紐外長巴托（Rimbink Pato）稍早告訴路透社，多邊貿易體制是草擬宣言的癥結點。

巴托也證實中國官員昨天有意為宣言內容與他碰面，而他們被拒絕是因為沒有為會議做出「必要安排」，駁斥媒體報導中國官員企圖闖進他的辦公室。中央社（翻譯）
